Howard Kallem
Director of Title IX Compliance for Duke University
Howard Kallem is the Associate Vice President and Director, Title IX Compliance, for Duke University. He had previously held a similar position as Title IX Compliance Coordinator at the University of North Carolina at Chapel Hill. Before that, he was Chief Regional Attorney for the Office for Civil Rights, U.S. Department of Education, D.C. Enforcement Office for 16 years and in OCR’s policy office for 4 years. He took a year off from his position as Chief Regional Attorney to work as a Senior Equal Opportunity Specialist with the Office of Equity and Diversity Services at George Mason University in Virginia. Previously, he was with the U.S. Equal Employment Opportunity Commission for 14 years, and was in private legal practice before that. He has worked extensively with issues such as sexual and racial harassment, testing, and meeting the needs of students with disabilities. In his few spare moments, he was a co-chair of the Arlington (Virginia) Public Schools Minority Achievement Advisory Committee and served as a Commissioner and Vice Chair of the Arlington County Human Rights Commission. He received his law degree from Catholic University of America.
